A Tool Tip Error?

I'm in the midst of Jul/Aug 1941 of Global War and have Germany blitzing in the USSR. I tried to rail a Soviet factory in Tula and can't. The southern route through Kursk is blocked by German units but the northern route seems clear.

In hex 45,61 the hex is clear of enemy ZOC. There is enemy ZOC in hex 44,61 but there is also a Soviet unit.

When I have the factory in hand and hover it over hex 44,61 the tool tip in the Main Form tells me that there is no valid rail connection, or straits or that there may be a hex that runs through enemy ZOC that doesn't have a Soviet unit in it.

The only hex that has an enemy ZOC running from Tula to Moscow and then back into Siberia is hex 44,61. I read the rules regarding railing factories through enemy ZOC with a friendly unit in the hex and the rule clearly states that you can't rail through a hex with enemy ZOC regardless of having a friendly unit in the hex. You can only rail resources into or out of a hex with a friendly unit in it, never through.

I think the program is correctly denying the factory rail move, it's the tool tip that is in error. That tool tip needs to correct the wording about not being able to rail through a hex in enemy ZOC with a friendly unit in it to be clear that that is not allowed.
