[B481] RTB units don't obey manual altitude setting

With either Winchester or manual RTB, air units insist on flying at high altitude even though I manually select lower.

Yeah, on that one I note you can't manually change the speed either.

Usually that is not a problem but it is a problem if they have shot off their missiles, missed as usual and then RTB Winchester. The aircraft they missed then give chase and fire. In this case you want them turning Winchester and hightailing it out of there to get clear of the fray.
