Bitmap underlay question

The map image I want to trace is not showing up in the map editor. I've set the underlay at 32 instead of 64, the file is named MapScan 0.bmp and is in a folder titled MapScans.
Any other step I am missing?

Hi Chris,
what do you mean by "I've set the underlay at 32 instead of 64"? If you can share with me via Dropbox / Google Drive the map and the bitmap I can take a look at it.
