HQ Reorg 1.09

We just encountered a bug during the HQ Reorg phase of a Global War netplay. When Axis player wants to finish HQ reorg phase game is stuck, both player's buttons are grey.

Can your playing partner post the matching game (matching record log number), please?

This bug persists in 1.10. We have no new save game for this at the moment, maybe later.
