Possible bug, Japan set-up restictions

During the Japanses set-up phase in a global war scenario I seem to be able to place Manchurian/Korean units in China actual (e.g., the HQ-I). Is this a possible bug? Saved game attached in following post.

I tested this using your saved game and the program now (1.1.0.0) only lets the units be set up in Manchuria or Korea.

Its a problem in other scenarios as well. For example in Lebensraum it was possible to place alot of German and Japanese units where they shouldnt be able to.
The german NAV supposed to start in Denmark/Norway could be placed from start in Sicilly etc
