Not sure but i thnk i found a bug during german's reserve setup.

SO39 CW/Fr declare war, Ge call its reserve units, when i'm required to setup konigsberg MIL i can't place it on her city (but aside as i played with off city renforcement).

There is only a oil counter and 4 ship in Konigsberg, not a single land unit.

Sometimes you can and sometimes you can't. It lets you place it next to however. Not a game breaker but I think they have it on their to do list.

This was reported previously and I just finished beta testing the fix for it so I know this will be fixed when the next patch - 1.10 - is released.

If there's room, you should be able to place the unit adjacent to Konigsberg with the present version - as a workaround.
