Hello,

Just beginning this game and i have some trouble to understand why this units are oos.

Railroad from HQ to coast is Japanese controled. Don't think it's a bug but a missunderstanding from me.

Can anyome explain me?

We all have supply issues there. Try just picking up your headquarters and pressing escape to put it down. That works to put them all back in supply for me.
