another reinforcement crash

3rd game tonight I've been unable to continue due to crash bugs that have no workaround. I really hope you understand how annoying, how frustrating it is to be unable to play the $100 game I've owned for a month to completion.
The bug comes in the CW reinforcement stage. Belgium is aligned to the CW and there is one unit in Brussels. The other two units in the Belgian setup were shattered at the end of SO 39. Belgian has 3 reins, 1 Brussels Mil and the two shattered units. Place the militia in Brussels, then try to place the other units in off city hexes (playing with off city reinforcement on). It asks you which full city you want to place it adjacent to, but the form is blank (Brussels is not listed as an option) and anything you try to do at that point crashes the game. Here's a save file.
