Proceed to stay at sea -phase.
Try to stay at sea (Baltic Sea) with all ships.

What happens is that USSR ships will be destroyed, both at Baltic Sea and 1 convoy at Arctic Ocean.

WHEN YOU CAN'T RETURN TO BASE
Destroy any unit (checked individually) that has no base to return to. It makes no difference if a unit couldn’t return to base because it was out of range or was blocked by naval movement restrictions (see 8.2.10 and 11.4.4). Clarification: You cannot return to base to a port you could not normally make a naval move into.
Destroy any unit at sea that couldn’t have returned to base (even if it could stay at sea. Clarification: Infinite naval units may remain at sea provided at least 1 space (i.e., at a minor port) is available to which they could have returned to base.

Hanko and Liepaja are Axis controlled, not Soviet. Riga, Parnu, Talinn, and Leningrad are all iced in. Since all the ports that the ships could return to base to are iced in, there is no legal place the ships could return to base to. Therefore the ships are destroyed. Game is playing correctly.

I chose to stay at sea, is that illegal too?

Yes. The rules say ships with no viable port that they can return to - die, even if they don't return.

Edit "port" not "report"

If you have no place a naval unit can return to base to, your unit is destroyed. See the sentence before the last clarification in the quote. You destroy any unit at sea that couldn't have returned to base, even if it could stay at sea.

Oh sorry, I was "too busy" when answering to this I guess... So no problem.

Funny thing is, that yesterday I first wrote to WIF school to make sure it is a bug and not some rule I don't know. Today I was more confident (overconfident) to come here right away :)
