Chinese Com. Ground Strike step skipped

The Chinese Communists have a supplied ART next to a Japanese unflipped unit, but the Chinese Communists are not given the option to ground strike with it. The Soviet Union is neutral, and of course there are no Communist Chinese aircraft. The Soviet Union took a combined action, not a pass. Note that the Soviet flag is grayed out on the main form. Saved game attached to next post.

Did you try it when Russia would have had its chance? Maybe because the ChiComs use Russian action limits (even though none are needed in this case, other than not choosing a Pass)?

Russia never had a chance. In the ground strike phase, the Nationalist Chinese and Commonwealth were given the option of doing things; the Soviets were not given the chance -- their flag on the main form was grayed out. See the picture, which was taken at the start of the ground strike phase. The Allied player can click on the Nationalist and the CW, but not on the Russians.

I checked that the Nationalists could ground strike with their plane - and they could. That means the Nationalists also did not Pass.
(There is a rules trick here in that that even though the Russians provide the action limits for the ChiComs, the Nationalists still have to take an action that is compatible with what the ChiComs want to do. FREX Russia takes a Land, China takes a naval (Lord knows why they would [&:]) = ChiComs can't move their land units.)
