German-Italian stacking issues

This may be known, but just in case:
I tried to rebase a Stuka to Africa on the hex there was a Italian territorial in with nothing else (Tripoli). It was 7 hexes for a range 4 Stuka. I got the message that I exceeded stacking/no cooperation with the hex in question. The hex right next to Tripoli was fine for rebase, but putting it in Tripoli was preferred because it straddles the sea zones.
