Nottional Strength calculated incorrectly

See the picture for the position. MWiF calculates the notional to have a strength of zero, when it should be one:

base value 1
adjacent to corps: +1
surprise -1
equals 1.

A CW unit at that location would be out of supply, since I am playing with LOS and the Japanese just got rid of all the Allied CPs. However, the notional should be a Dutch notional (The Netherlands were incompletely conquered), and Batavia is a primary supply source for NEI units, so the notional should be in supply. I have a feeling that MWiF is assuming a CW notional, which would be out of supply for a strength of zero.

As i'm at work not totaly sure.

I' don't remember when you include or decline notional but if it's after air support and Offensive SB it's could be correct.

Not sure but you seem to have 2 units invading. Lets say the second only worth 1 CF you land with 4 CF ( if i remember correctly) so if you have air and sea support (don't remember for surprice air count twice, don't remember for shore bombardement) so you can be up to 12 s 1. +25 (+24 and +1 besause it's a notional) limited to +21 automatic victory.

I was invading with a 4 point Marine and 6 point regular corps. Total combat strength of 7. When got to combat phase, was told that the strength was 7:0.
