Build: 486
Scenario: Custom

Issue:
- An Asheville-class PGM is 6.6nm from a Kashin DD and cannot get visual ID, even with Binoculars added. No classification of any kind. Weather is daylight and clear.
- The Kashin is on an ASuW mission but once it IDs the Asheville it turns tail and goes to flank. It clearly outguns the Asheville. Why is it running?

On the second point: Does the Kashin have the "Use standoff" doctrine option set to "Yes"? If yes, it may be opening the range in order to fire without being counter-fired.

1. I think I had a visual detection with the binoculars at 5.1 miles. So not sure what's going on with this one.
2. Yes the issue is two fold. First the engaged ROE is on so the Kashin is trying to open the distance. Second the best surface weapons is the Goa but the ROE to turn them off against surface targets is on. The gun range is actually closer to the Ashville's and if you turn the gun will engage when in range.

The one issue I did see was the Goa missile running out of energy when fired on a surface target. Logged!
