When arriving at USSR dow on minors phase, USSR player claims Finnish borderlands, Axis player relents to claim. Allied player is in a loop as 'claim window' reappears, Axis player gets an error message. Allied player can click to continue, but Axis player is stuck and therefore out of synch.

To reproduce: No DOWs by Allied player, then as USSR , claim 'Finnish Borderlands'
