After 100 turns or so, with the USA and you join the Allies, you get inform that Japan hit Pearl Harbour and in the option you get, it ask to deployed fleet to take care of them. I build a small scouting ships to try to locate them but no luck, I travel pretty much anywhere on the map and no sign of them. Are they really there or it's just and historical event only?

That simply indicates that part of the US capability is going to be siphoned off for the Pacific war.
