Is there a range of size when independent colonies turn into new empires?

Or is it a semi random value when you see one switch over?


The reason I am asking is trying to develop a strategy of allowing nearby independents time to grow as large as possible without ticking over so I can invade and enslave.

I'm not sure about the answer to your specific question, but when they do tick over, be prepared: they will instaspawn a navy and at least one planetary space port.
