Wish Shakturi were a random empire

This is my first post in the modding forum!
I wish the Shakturi were a random empire. In other words, I wish that one of the normal empires was actually the Shakturi, and would morph into it at some point in the game. That way it would be impossible to predict which one is them. Wouldn't the game be more fun that way?
