Bug with soviet naval moves pre war

I'm not *trying* to break the game, I promise. But it does seem that this patch has created as many new issues as it solved.
Pre war combined actions for the soviet are causing an issue. The error box is popping up behind the main window. When the soviets are prompted for a naval move, often (but not every time, and I have yet to determine a pattern) the error box pops up. You can hit "continue application" but you can not end the soviet naval move phase until/unless you move 1 naval unit.
Save game attached. Incidentally, this saved game is also an example of the bugged peacekeepers rule.
