CV coastal penealty

Ok, I'm coming to the game a bit late and I'm trying to learn. So reading through old posts and such and I came across something form about a year ago that got me confused. Alfred I see you're here (or were a couple of minutes ago) so I thought I'd ask. (I didn't want to put this in the post as it seems adding to old posts is frowned upon, and I didn't think I needed to anyway to get an answer), The post began as a CV escort task force question and evolved to the CV coastal penalty. The following quote was included.
A coastal hex is any hex which is identified as "OS" after hitting the "1" hotkey. Ocean hexes are identified as "OD".
Hexes which include both land and water are identified only the land terrain. These can also be considered to be "coastal".

OK, now I use the terrain hotkey quite often and the "OS" terrain includes a lot of water that's nowhere near the coast. Including all of the Java Sea, the Gulf of Siam, and a lot of sea adjoining Malaya to name some. If this is the case that the game includes all this as coastal[X(] so be it, but I thought these hexes were more concerned with the sub penalty for operating in shallow waters, not the CV penalty.[&:]

There is only one type of coastal hex where you will incur the CV penalty. That is a hex that contains a base. Otherwise you are good to go. So the penalty only applies to CVs and CVLs located in a base hex and does not apply at all to CVEs. Pretty simple.

You are correct in thinking that coastal hexes are predominantly of interest to submarine operations. However they are also of interest to minelaying operations as minefields decay at 33% daily if laid in deep water but only decay at 5% daily if laid in shallow water (=coastal hex or OS).

Where'd you get that? Adding to old posts preserves them for future generations. Picture this: the old thread is laying upon a conveyor belt headed for a chipping machine. If you don't (and I do mean you) save it from oblivion by making one more post on it, it will be lost for an eternity. Future archaeologists trying to understand what we were about will be left confounded, just as they will be if you rescue that old thread. Just do whatever feels right (so long as you can pass a test requiring you to be under .08 percent blood alcohol and less than 25 moles per liter of THC).

Alcohol is for later. THC is a never due to work, fired in a heartbeat, zero tollerance. I work in a safty related field.

I always thought it was any hex containing a green or white hexside. Good to know now that it's just base hexes. Completely changes how I approach carrier ops in certain areas of the SRA.

7.2.1.13.2 AIRCRAFT CARRIERS IN BASE HEXES
Air operations by aircraft carriers are limited if the aircraft carrier is in a base hex. Aircraft
launching search, CAP or strike Missions from a carrier in a base hex will only launch 50%
of the normal amount they would have launched.
I have not looked at it in a long time but in this case the manual is not vague about it. I do not remember where it says CVEs are exempt but I know that to be a fact.
