Posting it here since other seem to be having this issue as well.
I downloaded the expansion. Installed expansion and it said it was successful.
Started game. While loading it said it is still on the 1.02 version. All expansions were available to play, though.

Mine actually says CW2 1.01 in the bottom left when starting up...and my updater said my version of CW2 was up to date

Looks like the installer was pieced together in some sort of a hurry.
First, the installer reminds me that I have not updated Alea Jacta Est to Version 1.03...
Second, when applying the 1.03 patch for Civil War II (thanks but I am already at 1.03c in AJE...), the installer correctly locates the install Folder - but when installing the Bloody Road Expansion, the installer does not locate the CW II install Folder and Defaults to "C:\Games\Civil War II".
Well done, thanks very much.

Well, for what it is worth, my download patched first then installed the DLC. Agree it did say patch 1.03 Alea Jacta Est but assumed that was overlooked. I did need to direct it to the correct folder.

Mine seems to have targeted the correct directory, but seems to have forgotten to patch 1.03. Gave me the expansions, though. Someone said there was a second window for the actual patch. I never got the 2nd window. Or maybe I accidentally canceled it and can't get it back?

Now I have uninstalled the main game, installed patch 1.02 and installed the DLC, allowing it to install patch 1.03, my version now says 1.03
But I had to uninstall CW II and reinstall everything in order to re-kick start and allow patch 1.03 to be installed - because just restarting the DLC installer it did not offer the patch of 1.03 the first time.

I guess I'll do that now that it is the weekend.

Haven't bought CWII yet. I'm on the fence. [&:] I talk myself into it but then talk myself out of it. Must be others out there like me that just can't pull the trigger. Sure would be nice if Matrix offered a discount if main game and expansion were bought together. Might (no promises) just push me to the buy side of the fence.

No it wouldn't. The game itself is barely out of its diapers, the expansion just comes out, and you're looking for a discount already.

Re-posted from Ageod forums. This was what got me fully patched and installed.
---------------------------------------------------
I have now fixed my problem. I will relate my experiences.....
First off. When you click "next", you MUST click only one time on each selection. The window comes up to patch to 1.03. If you cancel out of the patch window accidentally, you will not be able to get it back unless you uninstall the whole program and re-do it. At least that was my experience as I uninstalled 4 times before I finally got it right.
1st try. I must have clicked out of the 1.03 window, so could never get it to patch 1.03. I had all the scenarios from the expansion.
2nd try. I uninstalled the whole program and installed from version 1.00. I tried to patch directly over 1.00. I got a message that read "Cannot delete destination file Civil War 2/CW2/graphics/factions/Counter_OnMap/Counter_IND.png. I clicked the OK button and when I did it canceled the patch. At that point I could not run the expansion and get the window to patch 1.03.
3rd try. I repeated what I did on the 2nd try. Got the same result.
4th try. I reinstalled full install 1.00. I patched 1.01. I patched 1.02. I clicked Bloody Roads South expansion. 1.03 patch window came up. I patched. I installed the expansion.
Success.
