Really, the resource shipping subroutines need work

All the moaning about the production planning form and the convoy routing isn't just sour grapes. It is still both very buggy and not at all user friendly.
Explain this to me please -

The destination for the selected resource as shown is Toronto. You have apparently clicked on the Faeroes Gap sea area a second time, indicating that you want the overseas route to terminate in the Faeroes Gap. Explain this to me please -
The most likely defect is that the program is not removing an old Overseas Route. That should have been set to all blanks (nil) when the destination for the resource was set to Toronto - which can be reached overland and doesn't require any overseas route/path.

Was the original "computed" route production in Birmingham, and now you want production in Toronto?
In the first post you are in the computed table, while in the second you are in the "Default" one. When changing a route, you should do so in the default (or override) depending on your intent. Try clearing the default table, toggle to override to make sure it is also clear, then twice more back to default, select "where to", then Toronto and lastly recompute.
As Orm suggested, if you have a save we could look into this.

No. The destination was set for Belfast. When I tried to set the route, it switched back to Toronto because it could not find a route to Belfast.
It currently takes me longer to set up the CW convoys then to set up every other country, top to bottom, combined.
And I still have never seen a Japanese build point in the US.

No. I was trying to reroute the Canadian resources to the UK so that I could ship the Aussie resources to Canadian factories. Sure, I have a save file for you. Open up a new game for global war, and send all the Canadian resources to UK. There's your save file.
Perhaps it's not a bug. Perhaps the system is working exactly as it was designed to work. In that case, it's a spectacularly bad design and extremely frustrating to use.

That's strange, because I haven't got that problem at all. The Japanese build point is send towards the US always in my games. I don't know what you are doing wrong here.
If you can put a saved game here at the start of the Prel. production phase, I would like to see what is happening in your game and try to fix this...

Here's the Japanese convoys at the start of the game (including the 5 CP's to send/receive trade with the US. Note that there's nothing in the trade section showing an outgoing BP, but that's not why I'm uploading this screen shot). Everything looks fine, right? Sure. Until Germany conquers the Netherlands. Then the 2 NEI oil switch to idle, and sending them back to Japan is as easy as sending Canadian resources to the UK.

Really? I didn't know that. I thought you had magic powers. I, personally, do not. So I can't give you a saved game at the preliminary production planning phase until I get to the preliminary production planning phase. That's why I mentioned it wasn't the reason I uploaded the screen shot.
But feel free to download any of the other examples of the same bug I have uploaded in the past, including the one where Steve acknowledged that it was still a problem and that he needed to go through the saves he had that weren't working to sort it out.
In the meantime, here's a screenshot of the US convoys from the first phase. It shows all of the convoys in place.

I give up. Managed to trigger France allying with Germany on phase 2. Reloaded, skipped the DOW, and just passed out the turn. Here is yet another saved game showing no build point going to the US.

I want to confirm Zartacla, findings that the USA is not getting a BP from Japan.
This is with the latest update patch.

Looked at your save and see the issue in your game. The CONV setup looks fine and the trade agreement seems to be in place.
I worked up a video walk through on production planning / resource routing which is currently undergoing peer review. Several new games were started to create the content and all of them had the US - Japanese trade working properly. Those were with oil rules in place, and I noticed your game does not use oil. So I just did a brand new setup and first turn of Global War without oil rules to see if there is something going on there. As below, my test worked properly.
I know this is a bad answer, but I cannot explain why you see this problem.

As I have said previously (where this was discussed before), I have a saved game where the BP is sent correctly and another where it isn't. Since this only affects some of the players, this has slightly lower priority than other bugs. I've already spent a couple of days on this and advanced the cause to the point where it works for some games - but not all.[:@]

Started a game which ended up having trade problems with both Japan not sending BP to the US. Also Germany not sending to USSR.
Exited game completely. Restored save game and found Germany sending 1BP to the USSR.
Exited game again completely. Reloaded and restored to find Germany fulfilling trade agreement with the USSR.
All attempts since then have still not fixed Japan sending BP to the US.
This is the 1st time I've had a problem with Germany/USSR. 2 Screen shots follow.

Germany not fulfilling trade agreement.
