Okay, I know I've done this before, but I can't remember how and I can't find it anywhere. In a hex that has the potential for a base, but does not yet have one, how do I build a base?

Place engineers on combat mode.  But only works at a dot base, that is a location with a dot and listed SPS.

If you mean you need to get to the base information screen... click really precisely on the dot. Or you can scroll through the bases list with the 'B' hotkey.
