In campaign mode, I do not have an interface that allows me to manage my troops by spending resource points on units. Instead the campaign starts with a pre-selected set of troops. This occurs regardless of whether I play the German or Russian campaign. Does anyone know how to fix this? Or do I just have to get farther along in the campaign before it becomes available?

You need to get three or four scenarios in before this happens. Keep going.
