More naval air problems

My rules knowledge here is kind of shaky, but I'm pretty sure there's another bug here - just not sure which part of the following is wrong.

Impulse 1 -2 Axis land based naval air find the CW fleet at sea. 1 is aborted during air to air combat, the other is aborted by CW anti air. Both abort back to the sea box they came from and are disorganized.
Impulse 2 - Axis flies more air into the sea zone, finds the CW fleet again. Only the newly arrived Nav is allowed to participate in the combat. After the only CW fighter is shot down and all bombers are cleared, the CW anti air is correct for shooting at 3 bombers (and 3 bombers are shown in the form, although only the new one was in the A2A fight). However when applying the results of the AA, only the newly arrived nav can be chosen to take the reduction in bombs (the other 2 aren't shown in the form at all) and only the new nav is able to attack the fleet.

possible bug 1 - can air that is aborted by A2A return to their sea box? can air that is aborted by AA return to their sea box?
possible bug 2 - disorganized air is clearly allowed to participate in naval air combat according to rule 14.
possible bug 3 - even if I'm missing something re: bug 2, certainly if the british AA can fire at the bombers, they should be able to take damage or fire back. They also should have been included in the A2A.

Looked at the save and the issue is bug 1.

There are 2 German NAV's in the sea area which were aborted in during impulse 1. As you describe:

The first was aborted during air-to-air combat and should not have returned to the sea area.
The second was aborted during anti-air fire and again should not have returned to the sea area.

They are tagged as "disorganized" and are not flying in the sea area. This is creating problems, i.e. bugs 2 & 3.

If you VOLUNTARILY abort after any air-to-air ROUND during Naval Air combat, the air units return to their Sea Box (CVP's to their CVs), are NOT disorganized and remain available for the next round of Naval combat or a subsequent impulse in that turn (See RAC 14.3.2).
