New Scenario for testing - Operation Spitfire 1991

Introduction
This scenario is a fictional aftermath following the actual Santa Cruz massacre which occurred on 12 November 1991 in Dili, East Timor/Timor Leste.
Santa Cruz massacre
During the tragic events of 12 November, a visiting delegation of Portuguese diplomats, UN Special Rapporteur for Human Rights on Torture UN, and a number of western journalists were killed (false although some journalists were seriously injured). These events along with the killing of at least 250 Timorese provoked a mass outbreak of violence by the residents of Dili arming themselves with rocks and improvised weapons.
As of 13 November 1991, the fighting continues in Dili between ABRI (Indonesian Armed Forces) and Timorese militia groups. The UN Security Council has passed Resolution 1272 calling for the immediate cessation of armed conflict in East Timor and the deployment of peace-making forces '..to provide security and maintain law and order throughout the territory of East Timor.'
Following the passing of the UNSC resolution, the Australian Defence Force (ADF) has commenced preparations to deploy forces to East Timor.
