German Campaign Strangeness

So I was having a helluva time getting past mission 3 (Human Wave) in the German campaign. Didn't seem to matter what I did or tried, I was repeatedly crushed in the worst possible ways.
So today I fired up the game, and instead of loading my save game like I had been doing, I selected New Game, New Campaign, Human Wave.
And it was a cakewalk. Didn't even need to call arty or move from the initial starting positions.
Previously I had two or three waves to contend with, with heroes and leaders and commissars and all the ugliness that went along with them. This time I had only the initial wave, and that was it.
So which one has the correct number and types of units? Or does it depend on your victory level from mission 2 (mine was a minor on the last turn)? Or do the missions have to be played as a sequence without starting a new game? Or...?
