Window frame color changes

After the 2.0 update I had a curious change running in windows mode.
My default windows frame color was typical microsoft blue, but when any popup or info/detail box
came on, the window frame color changed to white.
It is a small deal, but I do find the flickering from blue to white repeatedly during battle clicking distracting and annoying.
My temporary fix is to change the default window frame color to white so the flickering stops.
Is there a setting in one of the files that I can change the window frame color for the game while it displaying the info boxes and combat strength popups?
