ATB Firefight 7 - KV2 - Soviets get 2 KV2 tanks?

Awakening the Bear, firefight 7 "KV2" -
When playing as German against computer controlled Soviets, every so often the computer gets two KV2 tanks. Is this a bug?
Needless to say single KV2 is a hard nut to crack, two are nearly impossible!
