AI stuck at Malacca?

I wonder if anyone else has observed this :

Playing Allies vs. Japan AI, I withdraw my forces in Malaysia to Mersing and the hex immediately to the west (50,82).

The AI takes Malacca, and then its units are targeted to move to Johore Bahru. They are set to move via hex 50, 82. But they never leave Malacca; somehow the orders keep getting reset or something. So there is a stack in Malacca continually set to move but never reaching my positions.

I have attached a save; this is for Scenario 2 but I have seen the same behavior in playing the other campaigns. If I pull my forces back to Johore Bahru the AI advances as it should.

Just a guess:
the hex W of Mersing blocks the way to Johore Bahru. The AI script targets Johore Bahru for movement. The unit cannot move since your units are in the way. There is no free way to Johore Bahru.
Even for a human player that move command would not work.
The scrips cannot cope with obstacles between bases, when there is no free way around the obstacle.

That makes sense, but I am surprised the movement algorithms work that way. The units appear to be trying to move through the hex west of Mersing - some of them report 45 of 46 miles - but they never enter the hex.
