1.05 USSR Campaign

Soviet squads are still not showing up in this scenario when they are announced half way through the mission.

Did you start from Load Campaign->Orlovka (End)? Until you do that at least once the On the Run on the New Campaign menu is the messed-up one.

Got the unit thing worked out! Unfortunately there's two other problems: slow processing (it's by
and large during the AI Civilian that shows up with the partisans that it happens) and horrible
Soviet AI from the units that show up in the east- they surround German strong points then sit in the
streets, they also disperse so their firepower isn't great enough to do any damage. I'd say to let
the player get control over these units.

I disagree with giving the player control over those units. That's one of the things I enjoy about the campaign. Having to try to coordinate your actions with units which are not under your command makes for a different experience.
While they certainly could be more effective, generally they provide enough distraction for the Germans to allow you to get the civilians off the map.
