Surrender

I had a Division and a Brigade surrender after they repulsed an attack (that is they won the battle, the enemy retreated) from their position. Is this right?
What would normally trigger a surrender?

Most likely is that although they gave better than they got their strength was reduced to zero.

They had 14 Troops at start and lost 3. They were in Sapri. The Germans attacked and failed. The Germans retreated. Then I got a message that the two British units had surrendered.
