Bessarabia bug

This save file is from the conquest phase. At the end of the conquest phase, Germany is given the option to enforce a peace between the Soviets and the Rumanians, even though a Soviet unit is occupying a hex outside of Bessarabia. I suspect the problem is that the hex is in Transylvania, but Transylvania is still a part of Rumanian until/unless Hungary demands it (which can't happen when Germany denies the Russian claim on Bessarabia). In a nutshell, Germany should not be able to enforce a peace in this instance.

Also - if you do enforce the peace, it forces you to move the Russian unit out of Rumania, but then you are unable to proceed.

As you are experimenting in this area: conquer an east-poland hex under Russian control with a Rum unit and declare Bessarabian piece, giving it to Stalin. RAW7 does not cover this circumstance, the game does it best to work out what needs to happen (no crash or blocking).
This will rarely happen, and we will probably have to wait until RAW8 is finished to have a ruling and a potential change of the code.
Situation in Finland could be similar, but that was covered in the rules, and is implemented as such.
Given the expectation this will almost never happen (you did not find this yet!) this will be left for much later, or never. If you have Germans in Rumenia close to those hexes at that time something else happens. Not sure if that is to be expected or logical (again not a crash or blocking). Game does again its best to deal with the situation.

We decided to leave it for now. No clear rules and not important enough, and if the Russian player is allowing this he deserves the results.

Confirmed. I wonder if MWiF prematurely thinks that hex is Hungarian.
