Does anyone know if it is possible to make Colombo a primary Axis port where ship conversions can happen? So for instance, let's say I have an Axis AK and want to convert it into an AGP. Is it possible to do this in Colombo and have it arrive in Colombo after the conversion is complete or does it have to be in the Japanese home islands? Been trying to do this and for some reason I can't get it to work. I made Colombo a "main base" in the scenario editor and gave it a shipyard but no luck.
