I'm playing a PBEM (version 1.52) of Case Yellow with a group of people with the variants:

We've noticed that the Allied regime morale appears to be through the roof (in particular the Belgians starting on 110 and the Dutch on 100) - which obviously has consequences for the surrender events.
Is this a mistake or have we read something wrong?
