Doctrine assistance

Hello all. I am working on a scenario and I would like to ask about unit doctrine. I have a ssbn that I want to launch when the opponent sub is detected. The sides are unfriendly. I set up a strike mission for the ssbn that will go active on the detection trigger of the unfriendly sub. The ssbn is set to No for nukes, non-hostel targets and target of opportunity. In the mission they are set to yes. the ssbn will not launch.

If i set the mission as inactive and the settings to inherit on the ssbn, the ssbn is automatically set to yes and the sub launches as soon as the scenario starts because the mission (that is not active)is set to yes.

What is the hierarchy of setting doctrine? is it unit-mission-side or reversed. what takes priority? i would hope it is Side-Base-Mission-Unit. So the mission is always higher then unit but i can't get that to work.

i believe this is a bug or not well executed. When the mission is inactive the mission doctrine is active. if the unit is set to no, the mission doctrine does not over-ride it and i believe it should. I am attempting to build my first scenario and i am trying to do something different and it just is not working out.
