Bridging Major Rivers

Hello
It is not clear to me if I can bridge a major river (the Weser for example)which takes two bridges from the same side of the river. That is, let's say the east bank bridge at a two bridge crossing is intact, but the far bank bridge is blown. Can I order a new bridge be build on the far side from the near bank or does the bridging unit have to initiate the repair of the blown bridge from the far bank?
