According to the modding guide, this setting is meant to allow you to modify the speed at which you create colony ships. You can specify whether a given race will build colony ships faster or slower based on what type of planet they are building at.

I really like this as a more specific alternative to giving the race a broad bonus to construction speed (ala ackdarians, ikkuru).

Anyway, it doesn't look like this function works. Changing this setting alters the speed of everything with a construction yard. So changing the value from 1->2 increases the speed of all construction, everywhere, by 100%.

Is this feature broken?

I have not noticed this, and I have my colony ships set very slow.
Could there be another parameter that is causing your problem?
