I am running Window 7 and have harpoon version 2009.097. When I click on the Wscenedt.exe
I get a window that say "Can't run 16 bit windows program". In the body it says "cannot find file WSCENEDT.EXE of one of its components check to
ensure the path and file name are correct and that all required libraries are available".

Any ideas?

You have a 64-bit version of Windows that cannot natively run the scenario editor. You can find more detail at:
