Pilot won't go into TRACOM

Being new to the game this maybe a dumb question but can anyone explain why a pilot with 80 experience would not go into TRACOM? Please see picture below.

Pilot must have 81 or more XP to go to TRACOM

All the golden guys in your list you can transfer into TRACOM.

Is the game past Feb 1942? If not those guys aren't on the board yet.

Seille, the gold pilots are already in TRACOM. It is the pilot Dyess who is in Fighter Reserve who will not go into TRACOM.
Bullwinkle58, my game is in late January 1942. But I believe koniu is right - the pilot must be at 81 to go into TRACOM. I was under the impression it was 80.

If it's January 1942, Bauer, the one I focused on, is not in the game yet. When he shows up next month he can go in right away, but he can't now because he's still "due."
