FC/RF - Fire Control/Range Finding - Really should have been just FC. The/RF is a carryover in the headers. The range finders are now in the sensors. Anyhow, For Fire Control you are looking at 0 (iron sights and eyeballs) to 10 (advanced ballistic computers and wind sensors, etc). This is nation independent. In game the national factors for tech modify the model based on the type the side has.
Stab - Stability - Refers to how stable to weapons platform is. 0 is not at all and 10 is multi-axis gyro/computer stabilized (moving and shooting damn near as good as sitting still). Air and helo units are given a base value as seen in the data.
Hope that helps.

Capn, you are ever helpful. [&o]
While I am thinking about vehicles . . . Does the code have any modifications when it sees a command vehicle (COMV)? Does it concern itself with the difference between, e.g., 4 APCT or 3 APCT and 1 COMV in a platoon?

COMV was a stop gap measure to single out the correct command type units from the APC's and other vehicles for each nation. A HQ unit can have any type in it and it is the HQ formation tag that controls behavior not the unit type.
