Question on the 11/42 upgrade to CVL for Chitose and Chiyoda. It is 12/42 and they are in port with plenty of supply/repair capacity but they will not upgrade. The other CS's that convert can do that fine, but these two won't upgrade. Any idea why?

Conversion for those ships is only avaible in Tokyo.
Also Shipyard must be at lest 50 so in some scenarios there is need to expand shipyard size.

Yeah, this one isn't very clear. Unfortunately, the manual says "capital ship conversions" must be done in Tokyo. In the game, these are "upgrades", not conversions.

But they must be done in Tokyo as well. Maybe because they switch classes, it counts as a conversion.
