Is there any scenario available which starts in Spring 1942 with the Philippines fully prepared for war?

No, because the premise is not possible. Japan needed to take (or neutralize) the PI and Malaysia prior to their central offensive against the DEI. No way in hell they would leave the PI alone or defer their central offensive till spring.
There is a PI scenario, on the Babes website, that presumes mobilization got serious a month earlier than it did, and that certain convoys, loaded with specific reinforcements (identified units and equipment) made it to Manila before opening day.
It is a small map scenario that is specific to the PI.

Yeah, Try the babes scenario as Symon suggests. I looked at it, but fell for 28c and 30c. 28c For PBEM. GP
