Satellites - "SBIRS"

Not sure if this is a bug or not but here goes.
Constructed a small/simple scenario involving a US, Carrier Battle Group, and a Chinese DF-21 launching against the CVN. I wanted to see if any US satellites could detect the launch of the DF-21medium range ballistic missile.
After looking at public info on the satellites included with CMANO I thought "SBIRS" would be a good choice. I selected SBIRS (placed a check mark in its box and selected Load), but no satellite loads. Is anything supposed to load with this selection?
I even selected and loaded a couple of the geo-sync satellites associated with the the SBIRS program, "USA-184" and "USA-200", and while they loaded they did not provide any launch indication of the DF-21 when it launched against the CVN. However, it should be said that the AEGIS SM-3's did a great job on the DF-21 even when the ballistic missile was not detected by the carrier battle group until very late.
