I was curious as to the purpose of the static device #791. It has no stats except a build rate of 1 and a load cost of 1. I would understand if it was made part of a TOE in order to make the parent unit static, but there is a box to check in the Location slot for the unit to accomplish that???
Why is it included????

The static device is for making units like coastal forts and other garrisons static. The checkbox is for creating static HQs.
