[FIXED B513] dumb emcon question

I am having a hard time keeping units from radiating when missiles are incoming... I want those radars off, period. Well I at least want almost all of them off... what could I be missing that would have these guys flip them back on?

This behavior was hard-coded in the first release in order to protect the AI "crews" (on both your side and the enemy's) from making stupid things like e.g. knowing missiles are incoming and not lighting up their radars to shoot them down.
We understand, however, that some players want their units to remain EMCON-silent even with enemy weapons incoming.
For this reason, from Build 513 onwards this behavior is now doctrine-configurable and OFF by default.
