Hi,

When the Vichies catch a Brit in the Cape St. Vincent, and get scared home by the Brits, they can't go home.
The error claims they don't have enough naval moves to go home.

To trigger bug, Move past the Vichy French until they catch a brit, then clock the Vichies and send them home by
combat abort.

It's a bug. Can't proceed with the game also. It freezes. Mad Except happened and send...
