Lack of Generals.

Hi all,
I am playing The Bloody Road South, patch 103.
Two things seem to be problems.
First the Union gets no Division Generals in 1864 leaving them
woefully short of generals. I have many division size units with out leaders.
Also after reaching 100 divisions they are no longer given a division number.
My question is is this normal or really a problem.
