I get the error "Unable to access Seeking Opponent database." when trying to us the NetPlay Forum.

I also get this message. Is it related to a firewall? What do I need to allow in order to connect.

It's generally an issue with your NetPlay username not matchning your Slitherine/Matrix username (and no, it doesn't mention that requirement anywhere in the manuals or when you are first registering an account).
