Japanese CVs not changing AC numbers

Scenario 1.
The Japanese aircraft carriers are scheduled to change the number of the planes (F, DB, TB) in July 1942. In my game some did change (in TF at Truk: Junyo and Hiyo; Zuikaku in port during refit in Hongkong) on turn from June 30th to July 1st.
But all the other big ones did not change from June 30th to July 1st (Akagi, Kaga, Shokaku, Hiryu and Soryu). I am now on July 4th.
The air groups never left the carriers. The carriers were either in a TF at Singapore (port size 9, >30000 supplies; Kaga, Akagi, Hiryu, Soryu) or in Singapore port (Shokaku). All were undamaged.
Why did those CV miss the change ("changing to xx in Jul 42)? Will they change on a later date?
Alas, a manual change is not possible. That option is only available after a successful July-change.
