when I click on the new convoy button it doesn't do anything.

'New Convoy' should show the map where you can select the base port you want the convoy to start from and then you select the destination port. The display should then return to the convoy list where you should see your new convoy listed and you then select how much supply, or PP, to carry. You can shuffle the list of convoys to put the most important ones at the top and most likely to happen if STPs are short.
